You and Jeff can both be correct, with the caveat that we understand Jeff is exaggerating (e.g., ALL CAPS) to make the point.

And his point survives your contingency.

There are some clients, you among them, that _want_ their vendors to be paid more when they bring more value. That makes sense to me.

Those client do remain the exceptions that “prove” Jeff’s heuristic to be mostly true.
