Your description of “hardwired" suffers from Pinker’s blank slate idealism, and it is very dangerous.

“Hardwired" is a metaphor for a computing circuit that embeds logic that cannot be changed by reprogramming software. The real meaning of the term is the opposite of what you claim it to mean.
